The University of Dhaka looking for 1 Individual Consultant for Survey (Solid wastes data collection) (National) funded by Bangladesh Climate Change Trust (BCCT).

          Terms of Reference

Objective and Purpose of the Assignment:

University of Dhaka is looking for a competent 01 (One) Individual Consultant for Survey (Solid wastes data collection) (National) to conduct Research and Development.   

Scope of Work:

In order to achieve the objective, the Consultant will collaborate with the University of Dhaka and ensure the following:  

1. Conduct meeting with University of Dhaka and relevant stakeholders before starting of the assignment. 
2. Supervise research fellows in their experiment (if required).
3. Take all necessary steps to write research report for submission (if required).
4. Take all necessary steps to write research articles for submission in peer reviewed journals (if required).
5. Take all necessary steps to develop pilot plant (if required).
6. Conduct training session for industry mid-level or lower-level management (if required).
7. Conduct Survey for collecting solid wastes generation data in Tanneries of Savar, Hemayetpur, Chattogram and Jashore.

Detailed Tasks and/or Expected Output:

The Implementation plan is an integral part of the contract between Client and Consultant. The Consultant shall, when engaged with Client, follow and accomplish the implementation plan within the time allocated for completion of the assigned task. Specific assignment output will be:

1. A work plan indicating the timeline with various stages of the assignment after signing the formal contract with University of Dhaka.   
2. The Consultant must submit an Inception Report updating the assignment progress weekly basis.
3. Final Report must be submitted both soft copy and two hard copies to University of Dhaka after completion of the assignment. 
4. The consultant conducts and coordinates the survey for solid waste data collection through various individuals involved in data collection.
5. Perform feasibility study throughout the country to estimate the amount of tannery solid waste and preparation of data base.

Client’s Input and Counterpart Personnel:

University of Dhaka will provide financial support for the assignments and will invite the Consultant for regular update and facilitate meetings with the presence of key team members of University of Dhaka. The University of Dhaka will coordinate and facilitate this assignment. Concerned government officials of the Ministry of Education (Secondary and Higher Education Division) will provide valuable input (if any) during the research and development.    

Place of assignment:

The Consultant will work in University of Dhaka/own office, 44-50 Sher-E-Bangla Road, Hazaribagh, Dhaka 1209 and under supervision of concerned teachers in close collaboration with project director.

Logistics and facilities to be provided to the consultant by the clients:

Logistics and facilities to be provided to the consultant by the clients are listed below:

1. Office space with furniture including file cabinet and electric connection (if any)
2. Office equipment like computer and printer etc. (if any)
3. Bear the expenses related to organizing validation workshops (if any)
4. Facilities for production and binding of reports etc.

Minimum Qualification Requirements:

The qualifications and experiences of consultant is as follows: 

1. Bachelor and Master’s Degree in Leather Engineering/ Footwear Engineering/ Leather Products Engineering/Applied Chemistry and Chemical Engineering/Technology from any recognized University of Home and Abroad in Relevant Field
2. Minimum 5 years teaching/ research experiences in university level with adequate experiences in solid waste management within the leather and tannery sector
3. Consultant should have peer reviewed journal publications in in relevant Field 
4. Consultant should be experienced in report writing
5. Consultant should have sound knowledge on survey Concept. 
6. Strong Communication, Interpersonal and computer skills especially excellent typing speed in English.   

Assignment Duration & Payment Conditions:

The Consultant will be recruited to support University of Dhaka to perform the above-mentioned activities.  

1. Duration of the Assignment: one year after signing the formal contract. 
2. Monthly/Quarterly Honorarium shall be on output basis;
3. Payments shall be made in Bangladeshi Taka;
4. University of Dhaka will deduct the Tax and VAT at source as per government rules. 
5. The Consultant ensure proportionate progress of work as per work plan indicating timeline with various stages of the assignment after signing the contract; 
6. The Consultant shall submit an invoice for Honorarium as per the milestones mentioned in the agreement and payments shall be made by the client within 15 (fifteen) calendar days of the receipt of the invoice;
7. The Client may, by written notice of suspension to the Consultant, suspend all payments to the Consultant hereunder if the Consultant fails to perform his/her obligations under this contract.

Minimum General Experience:                         4 Years

Minimum Specific Experience (relevant             1 Year
